The moment you get engaged will be one you remember for the rest of your life. There are many ways to go about it - romantic, funny, non-chalant, or just plain over-the-top.
I'm not going to make judgement about one way being better than another - there is a lot of room for argument, and truly the personalities of the bride and the groom are what factors in most.
Just remember guys - if you pick wrong, she might just say no. If you want to be safe, choose romantic.
A fortune cookie proposal is a great idea that isn't very common. If you google around, you will probably find a few recipes or professionals to take on the job - places like www.customfortunecookies.com.
Good ideas tend to revolve around the area where you live - if you live by the ocean, or on a lake, a proposal at sunset on the water is a great plan. If you are landlocked, a trip to the mountains or perhaps during dinner at a fine restaurant are in order.
And then there's the Jumbotron idea at the ball game, but unless the bride to be is an incredible fan it probably won't go over very well :).
