The doves in question are more than likely released at wedding ceremonies in the area.
The beach is not a normal habitat for the Eurasian collared dove, but it is a common area for weddings. People assume that the birds will be OK, but that is not always the case. Frequently, the rescued doves have been attacked by other animals or are starving and too weak to fly.
Releasing doves at weddings is quite popular, and there is a solution to this problem. Bay Area Doves in San Jose provides birds specifically for weddings - but their birds are not doves. They use a white strand of homing pigeons that are more likely to be able to survive freely in the local wilderness.
Wings of Love in New York also uses pigeons and they also say that their pigeons are prettier than doves. They do have customers who demand doves, but they refuse to comply with such requests because of the danger the birds will be in.
Knowing what will most certainly happen to doves really puts a damper on a wedding. It certainly is worth asking a few questions about what is to be released and seeking advice on breeds from multiple sources.
