According to a Press Release From the New York Attorney General, several people had to re-arrange their weddings at the last minute because the Chapel's phones were disconnected temporarily.
It just goes to show that finding the right chapel is very important. When you are looking for the perfect place to have your wedding, try to make sure that the chapel is established and is in solid shape in order to avoid this situation.
One thing you can do is ask for a referral. Ask a lot of questions, and be sure you have back up contact information for the chapel just in case. It's difficult to foresee problems like this when you are planning a wedding nearly a year in advance. Contact your chapel a month ahead of time and a week ahead of time to iron out any last minute details and if at all possible have a backup plan, just in case. Your wedding is too important to leave it entirely in a strangers hands. Leverage your friends and family as much as possible to manage all of the people you are hiring to make things go off without a hitch!
